The Central Council of Indian Medicine to achieve the objectives of the Act

Central Council has prescribed Regulations for Under-graduate and Post-graduate courses of Ayurveda, Siddha and Unani Tibb considering that Ayurved/Siddha/Unani education should be providing Graduate, Post-graduate of profound scholarship having deep basis of Ayurved/Siddha/Unani with Scientific knowledge in accordance with Ayurvedic/Siddha/Unani fundamentals with extensive practical training who would be able and efficient teachers, Research Scholars and Kayachikitsak (Physician) and Shalya Chikitsak (Surgeons) fully competent to serve in the medical and health services of the country. The Central Council of Indian Medicine has following Regulations: -

1. Central Council of Indian Medicine (Election of President and Vice-President) Regulations, 1971.
2. Central Council of Indian Medicine (General) Regulations, 1976.
3. Central Council of Indian Medicine (Inspectors and Visitors) Regulations, 1977.
4. Central Council of Indian Medicine (Central Register of Indian Medicine) Regulations, 1979.
5. Practitioners of Indian Medicine (Standards of Professional Conduct, Etiquette and Code of Ethics) Regulations, 1982.
6. Indian Medicine Central Council (Minimum Standards of Education in Indian Medicine) Regulations, 1989 for Ayurvedacharya Course.
7. Indian Medicine Central Council (Minimum Standards of Education in Indian Medicine) Regulations, 1995 for Kamil-e-tib-o-Jarahat Course.
8. Minimum Standards for Siddha Maruthuva Arignar Course.
9. Minimum Standards and Requirement for Ayurvedic Colleges and attached Hospitals.
10. Minimum Standards and Requirement for Siddha Colleges and attached Hospitals.
11. Minimum Standards and Requirement for Unani Colleges and attached Hospitals.
12. Minimum Standards & Curriculum for Post-graduate course in Unani Tibb (Mahir-e-Tib MD (Unani).
13. Indian Medicine Central Council (Post-graduate Education) (Amendment) Regulations, 1994 (Ayurvedvachaspati MD).

Besides the above, Central Council of Indian Medicine have also approved the draft Regulations of

1. Indian Medicine Central Council (Ayurved Varidhi – Doctor of Philosophy in Ayurved) Regulations 1999.
2. Central Council of Indian Medicine (Norms and Guidelines for Fees and Gudelines for Admissions in Colleges of Indian Systems of Medicine) Regulations 1995.
3. Indian Medicine Central Council (Minimum Standards, Norms and Phased Manner Development of Ayurved Colleges) Regulations 1999.

These Regulations have been sent to the Government of India for sanction as Regulations so that these may be implemented in ISM Colleges as Regulations.

Status of ISM Colleges:

At present the Central Council of Indian Medicine have approved the 185 Ayurved, 38 Unani and 02 Siddha College for imparting graduates courses of ISM i.e. Ayurved/Unani/Siddha. Besides 51 Ayurved, 03 Unani and –2 Siddha institutions are also approved by the Central Council for imparting Post-graduate education of ISM. Statewise list of these colleges mentioning their status against each is enclosed herewith.

Working of various Committees of Council:

As per Section 9(1) of the Indian Medicine Central Council Act, 1970 the Central Council has the following main three Committees, namely:-

1. Ayurved Committee
2. Siddha Committee
3. Unani Committee

The above Committees consists of members elected under clause (a), (b) and © of Sub-section (1) of Section 3 of the IMCC Act, 1970 representing the Ayurveda, Siddha and Unani Tibb systems of Medicine respectively.

The Vice-President for each of the Ayurved, Siddha and Unani Tibb Systems of Medicine are respectively the Chairman of the Committees referred to above.

Subject to such general or specific directions as the Central Council may give from time to time, each Committee is competent to deal with any matter relating to Ayurveda, Siddha and Unani Tibb Systems of Medicine as the case may be within the competence of the Central Council.

EXECUTIVE COMMITTEE

The Executive Committee has been constituted in accodance with Clause 5 of the Central Council of Indian Medicine (General) Regulations, 1976 to discharge the functions of the Central Council of Indian Medicine within the framework of the Act and the rules and regulations made thereunder in accordance with the general policy and principles laid down by the Central Council. Members of all three systems of Indian Medicine i.e. Ayurveda, Siddha and Unani Tibb represent the Committee.

The Central Council has also constituted the following committees under Section 10 of the IMCC Act, 1970 to carry out various functions:-

REGULATION COMMITTEE

The Regulation Committee has been constituted by the Central Council to draw the various regulations of the Central Council as required from time to time and to consider various matters relating thereto under the IMCC Act, 1970.

President, Vice-Presidents (Ayurved, Siddha and Unani) are the ex-officio members of Regulation Committee.

REGISTRATION COMMITTEE

The Central Council constituted Registration Committee to look into the matters relating to registration and related thereto: The preparation of Central Register of Indian Medicine and to regulate practice in ISM is also under the purview of this Committee.

President, Vice-Presidents (Ayurved, Siddha and Unani) are the ex-officio members of Registration Committee.
