HUDCO opened out its urban infrastructure window 9 years back, with a view to give specialised attention to the critical segments of infrastructure development in cities and towns.

As market leader in urban infrastructure financing, HUDCO has financed a variety of schemes. A significant aspect of HUDCO’S infrastructure finance has been its emphasis on ecologically appropriate infrastructure projects. These cover sectors of Water Supply, Sewerage, Drainage, Solid Waste Management, Road/Bridges, Transport Nagar/Terminals, Airports, Social Infrastructure, Area Development Projects, Commercial Complexes etc.

2. Utility Infrastructure

i. Water Supply Projects

iii. Low Cost Sanitation - Conversion of Dry Latrines, Construction of New Latrines, Community Toilets

In sanctions of loan for its urban infrastructure projects, priority is given to small and medium towns. Priority is also given to unserviced areas, rehabilitation projects and augmentation of existing supply. Environmental considerations play an important role in HUDCO’s financing of infrastructure schemes. The thrust is to promote ecologically appropriate and environmentally sensitive infrastructure development with initiatives on recycling, generation of non-conventional and renewable sources of energy. Further, the funding is linked with appropriate user pay instruments through tariff for use of services, connection charges, toll, surcharge on tickets, betterment levy on cess using land as a resource, innovative revenue generating components etc. The purpose is to make the schemes financially viable and self sustainable.

4. Land Acquisition

Land Acquisition is an area of HUDCO’s interest in recent years under which a scheme has been launched to acquire land. Here however, preference is given to land acquisition proposals intended:

i. to benefit people belonging to economically weaker sections & the low income group categories in urban areas;
ii. to be predominantly utilised for housing schemes to be financed by HUDCO; and
iii. where the land procurement proceedings are already in an advanced stage.
