Human Resource Development Programmes of Department of Bio-Technology

1. Main thrust of activities

The major objective of the HRD programme is to generate adequate and trained human resource in the multi disciplinary and knowledge intensive field of biotechnology for meeting the requirement of research and industrial activities in the country. This programme aims at creating trained/skilled human resource in the different subject areas of biotechnology. The HRD programmes includes:

Post graduate teaching courses,

DBT-JRF (Ph.D.) Programme

Post doctoral fellowships programme,

Short term training courses,

Biotech. Industrial training programme,

Scholarships and awards (national bioscience award for career development, national women bioscientist award, biotechnology product, process development and commercialization award, distinguished biotechnologist award, biology scholarships), biotechnology overseas associateships,

Visiting scientists from abroad (VSAP) programme

Biotechnology popularization (seminars/symposia/ conferences/workshops, popular lecture series, biotechnology publication in english/hindi and local languages for awareness, biotechnology exhibitions, national science day celebration in universities/r&d institutions etc.),

Travel support for attending international seminar/symposia/workshop abroad etc.

Biotechnology plays an important role in the economic development of the country in all the sectors like medical, human health, animal health, pharmaceutical/new drugs, agriculture and environment etc. department of biotechnology has identified human resource development as an area of high priority during the 10th five year plan in order to generate trained/skilled human resource in this critical and high tech. area of biotechnology. This can be achieved through organizational and functional restructuring, integration and optimal utilization of the available resources, planned expansion of the HRD activities mentioned above. The HRD programme of the department of biotechnology has already made tremendous impact on the overall development of biotechnology in the country, which needs to expand keeping in view the latest trends in biotechnology worldwide. It is in this context that continuation of the ongoing programmes and initiation of new activities have been proposed.

An integrated Human Resource Development Programme is being implemented to generate adequate and appropriately trained personnel in the area of Biotechnology. Sustained efforts in generating trained human resource has given rich dividends in bringing excellence in this field and providing the skilled human resource for research for research and industry. The various schemes are :

Achievements

Post Graduate M. Sc./M. Tech. Teaching and Other Training programmes

This programme aims at creating trained human resource at the post-graduate level in general biotechnology, agriculture biotechnology, medical biotechnology, marine biotechnology, neurosciences, biochemical engineering and biotechnology. The following are the new post-graduate biotechnology teaching courses sponsored during 9th plan onwards:

i. 30 M. Sc. Courses in General Biotechnology.

ii. 7 M. Sc. Courses in Agriculture Biotechnology.

iii. 1 M.Sc Course in Medical Biotechnology

iv. 2 M. Sc. Courses in Marine Biotechnology.

v. 3 M. Sc. (3/2 years) Courses in Neurosciences.

vi. 1 M. Sc. Course in Industrial Biotechnology

vii. 6 M. Tech Courses In Biochemical Engineering, Bio-Process Technology And Bio-Technology.

viii. 1 M.Tech. Course in Pharmaceutical Biotechnology

ix. 2 One-Year Post MD/MS Certificate Courses in Medical Biotechnology

x. 2 One-Year PG Diploma Courses

The intake of students in the postgraduate courses is around 950 per year. Students are admitted to different universities through an All India combined entrance examination, conducted by JNU, New Delhi and to IITs through GATE in Two-year/ 4-semester M. Tech. courses and through JEE in Five-year integrated M. Tech. Courses in Biochemical Engineering and Biotechnology.

In the two years of 10th Five Year Plan (2002-03 - 2003-04), 19 new PG Teaching courses have been supported to cater to the regional needs as well as gap areas in biotechnology.

As on 1/4/2004, 55 PG teaching courses are being supported on regular basis. 6 PG teaching courses/programmes have been taken over by the respective universities/institutions and 15 universities/centres have been considered for one time financial support under non-recurring (for equipments only) for strengthening their ongoing PG teaching courses.

Post Doctoral Fellowship Programme

DBT Post-Doctoral Fellowship Programme is being implemented through I.I.Sc. Bangalore. The selected fellows can opt to work in universities and R&D institutions of their choice. Under this programme post doctoral fellowship of Rs. 11,000/- per month and contingency grant of Rs. 50,000/- PM per annum is provided for a period of 2 year.

During 9th Plan Post Doctoral Research and Training programme was implemented at 4 R&D institutions, there after from 1.4.2001, restructured DBT Post Doctoral Fellowship programme is being implemented to cover more R&D institutions/more specialized subject areas of biotechnology.

Short-Term Training Courses

These are intended to provide hands-on training to mid-career scientists from academic/research institutions and also to technologists and scientists in advanced and emerging research techniques in multi-disciplinary areas of biotechnology. Universities/R&D institutions having adequate facilities and expertise, organize these courses for a period of two-to-four weeks. In each course around 15 participants are selected. Every year about 12 to 15 Short Term Training courses are organized at well equipped institutions

Biotech Industrial Training Programme (BITP)

Under the programme practical industrial training is provided in biotech companies to post-graduate students (M. Sc./M. Tech.) for a period of six months. Under this programme stipend of Rs. 5000/- per month is provided to the trainees.

Every year a six month industrial training was provided to about 15 PG students till 1997. Thereafter the number of students had increased every year. Eighty post graduates students were trained in 2003-04 and about 100 would be trained during 2004-2005.

Biotechnology Overseas Associateship

The objective is to train in-service scientists in the frontier research areas of biotechnology in leading overseas research laboratories. There are two categories of the associateship, namely, long-term and short-term which are awarded for a period of one year and three-to- six months respectively. Every year 20 to 25 Overseas Associateships are provided.

Scheme for visiting scientists from abroad (VSAP)

To gain and share the current state of knowledge in the frontier areas of biotechnology through visits of eminent scientists from technologically advanced countries to Indian academic and research institutions engaged in major biotechnological research activities, this scheme has been implemented. Every year about 10 to 15 scientists from abroad have been invited under VSAP programme.

Travel Support

Every year 10 to 15 scientists have been provided travel support for attending International Conferences /Workshops in foreign countries.

National Bioscience Award for Career Development

The Department has instituted this award for scientists below the age of 45 years who have made outstanding research contributions in the area of basic and applied research in biosciences and biotechnology including agricultural, biomedical and environmental sciences. Each award carries a cash amount of Rs. 1.00 lakh, a citation and a research grant of Rs. 3.00 lakhs per year for a period of three years. These awards are given on National Science Day Celebrated every year on 28th February. Every year up to 10 National Bioscience Award for career development have been given w.e.f 1998.

National Women Bioscientist Award

The Department has instituted National Women Bioscientist award to encourage and recognize significant research contributions of Women Bioscientists. Senior Women Bioscientist award is given to a senior woman scientist for lifetime contribution, excellent research and application for the benefit of the society. The award carries Rs. 1 lakh along with citation and a gold medal. Two Young Women Scientists below the age of 45 years are awarded young women bioscientist award for pursuing a brilliant research career in biology. The awards carries a cash amount of Rs. 50,000/- along with a citation and gold medal.

Every year 3 to 5 National Women Bioscientist Awards have been given w.e.f 1999-2000.

Biotechnology Product, Process Development and Commercialization Award

Five to six scientists/innovators/entrepreneurs/ institutions/ companies both in public as well as private sector are awarded each year on Technology Day (11th May). These awards are given in recognition of outstanding contributions for a new process, product development and commercialization of a technology or a product in the areas of biotechnology. Each award carries a cash amount of Rs. 1.00 lakh alongwith a citation. Every year 5 to 6 Biotech. Product and Process Development and Commercialization Awards have been given w.e.f. 2000-2001 out of which one award is for Private Sector.

Distinguished Biotechnologist Award

In order to utilize the expertise of active superannuated scientists who have made outstanding research contributions in biotechnology and related fields, the Department has instituted a new scheme known as “Distinguished Biotechnologist Award Scheme". A maximum of three scientists at any point of time will be given the award. The tenure of the award initially for a period of three years, which is extendable by two years, based on the work undertaken by the scientist in the first three years. The tenure of the award is for a maximum period of five years or till the awardee attains the age of 70 years, whichever is earlier. Each Distinguished Biotechnologist would be entitled to a maximum amount of Rs 26,000/- per month as honorarium. In addition, a contingency grant of Rs 50,000 per annum would be provided for meeting expenditure of the awardee on secretarial assistance, telephone, domestic travel, stationery etc. The scientist is also be given a grant for implementing a research project proposed by him / her for the award. This award has been instituted in 2002 and first award was presented on the National Science Day 2003.

Biotechnology Popularization Programme

i. Every year about 50 to 70 Seminars, Symposia, Workshops are being supported in different parts of the country in multidisciplinary area of Biotechnology.

ii. Every year 10 to 15 Popular Lectures are organized.

iii. Every year 10 to 15 Biotechnology Exhibitions are participated throughout the country and in foreign countries.

iv. Every Year National Science Day is Celebrated on 28th February in 25 to 40 Universities/ R&D institutions which is being supported by DBT.

3. New initiatives for the 10th Plan

To fill the gap between postgraduate courses and Post Doctoral Fellowships programme this Department has decided to start Ph.D fellowship programme to fulfill the requirement of well trained human resource in the multi disciplinary area of biotechnology. This programme is being implemented with the help of Pune University from the year 2004-05. During 2004-2005, 43 Junior Research Fellows have been selected for 24 Universities/R&D institutions including 5 Bioinformatics centers. Under this programme research fellowships as per DST-CSIR norms alongwith the contingency grant of Rs. 30,000/- per JRF per annum is provided .

In addition to the ongoing PG teaching courses Department will initiate the new courses in the area of genomics, proteomics, drug designing, environmental biotechnology, brain research etc. which are the up coming areas in biotechnology. About 10 new courses will be sponsored every year.
