Central Water Commission is a premier Technical Organization in the country in the field of Water Resources since 1945 and is presently functioning as an attached office of the Ministry of Water Resources. The Commission is charged with the general responsibilities of initiating,coordinating and furthering in consultation of the State Governments concerned, schemes for control, conservation and utilization of water resources throughout the country, for purpose of Flood Control, Irrigation, Navigation, Drinking Water Supply and Water Power Development. It also undertakes the investigations, construction and execution of any such schemes as required.
The CWC is headed by a Chairman, who also holds the status of ex-officio Secretary to Government of India. It has three technical wings, namely, Design and Research, Water Planning and Projects and River Management. Each of the wings is headed by an engineering officer designated as Member with the Ex Officio status of Additional Secretary to Governmemt of India. the wings consists of organizations headed by the Chief Engineers and consist of Directorates each headed by a Director.Altogether there are 32 organizations and 146 Directorates/Circles.
A Human Resources Management Unit headed by a Chief Engineer and five Directors looks after administration & accounts matters, training, overall technical coordination and vigilance matters.In addition Central Training Unit (CTU) located at pune and headed by a Chief Engineer and five Directors conduct traing courses for inservice engineers of Central and State governments.
Thirteen regional organizations of CWC are functioning at Bangalore, Bhopal,Bhubneshwar, Chandigarh, Coimbatore, Delhi, Hyderabad, Lucknow, Nagpur, Pantna, Shillong, Siliguri, and Vadodara, each headed by Chief Engineer. These organizations closely interact with the States and are entrusted with monitoring of medium and major projects, appraisal of medium projects, flood forecasting and hydrological observations. More and more activities like monitoring of command area development, minor irrigation and other water management activities are now being taken up by these organizations.
