Central Adoption Resource Agency

The Central Adoption Resource Agency (CARA) is an Autonomous Body under the Ministry of Women and Child Development. Its objective is to help both Indian and foreign agencies involved in inter country adoption of Indian children to function within a prescribed framework so that such children are adopted legally through recognized agencies and no exploitation takes place. Inter country adoption of Indian children is governed by a set of guidelines issued on 29th May 1995. These guidelines are a follow up of various directions given by the Supreme Court of India in L.K.Pandey Vs Union of India (1. 1. 7 1) of 1982.These guideline are amended and updated from time to time keeping in mind the welfare of adoptive child. While CARA is engaged in clearing inter country adoption of Indian children, its principal aim is also to encourage in country adoption. In fact CARA ensures that no Indian child is given for inter country adoption without he/she having been considered by Indian families residing in India. CARA also provides financial assistance to various NG0s for running homes for destitute infants and promoting in country adoption.

You will find a list of Indian agencies and foreign agencies which are recognized by Government of India for sponsoring cases of inter country adoptions, important extracts from the guidelines, etc. A updated information on applications received for clearance of inter country adoptions is also listed in the website.
