Academic Centres of Indian Institute of Public Administration

The academic interaction between the faculty members of the institute is facilitated through the academic centres of the institute. The Institute has following seven centres :

4. Centre for Public Policy, Planning and Environmental Studies

Training Programmes of Indian Institute of Public Administration

The Institute conducts the following long term educational programmes for senior officials of the Government :-

Advanced Professional Programme in Public Administration (APPPA)

The Advanced Professional Programme in Public Administration (APPPA) is a nine-month education cum training programme organized every year by the Indian Institute of Public Administration, New Delhi under the sponsorship of the Department of Personnel and Training, Ministry of Personnel, Public Grievances and Pensions, Government of India. The programme is designed keeping in view the training needs of middle and senior level officers of All-India and Central Services, and State Governments.

The APPPA is a postgraduate programme. It provides the participants with basic knowledge of social sciences, equips them with management skills and techniques, generates an awareness of the social, political and economic environment of administration; promotes learning through field studies and group efforts, encourages specialized study in electives areas chosen by the participants.
With a view to making qualitative improvement in public service, the programme aims at equipping the participants to face the challenges of the changing domestic and international environment. It also aims at promoting and strengthening the leadership and interpersonal skill and sensitivity of participants to enable more responsive and responsible administration.

More than 765 officers, including those from the armed forces, administrators of other developing countries and teachers of Indian Universities have participated in the programme.

Aim
The aim of the programme is to prepare the participants to make a greater contribution towards better governance: ’service first to the people’, particularly, the downtrodden and the deprived, and to inculcate and strengthen leadership qualities in civil service.

Objectives

APPPA is usually designed keeping in view of the following broad objectives :

1. To prepare participants to make a greater contribution to better governance - service first to the people;

2. To provide greater exposure to the recent developments in the social sciences and their application in public administration;

3. To facilitate in developing an improved understanding of the dynamics of development processes;

4. To enable better analysis of the forces shaping public policy;

5. To sharpen analytical and creative abilities individually as well as in team work;

6. To strengthen leadership qualities; and

7. To equip public administrators with skills in quantitative and management techniques and information technology.

 

Activities of Indian Institute of Public Administration

The main aim of the Founding Fathers of the Institute was that the organisation should not only stimulate a proper study of public administration but also train directly a number of persons in the discipline, art and practice of administration in the country. Through continuous programmes of research, training, advisory and consultancy, conferences and seminar, case studies, publication of journals and books devoted to research in multiple fields of administration.

The Institute, over the past five decades has made significant contribution to various sectors of Public Administration at the central, state and local levels. It has also expanded its functional areas through various academic centers which strive for effective interaction between the members of the faculty, improving academic output and consequent academic satisfaction and achievement.

 

Indian Institute of Public Administration Head Quarters

The Indian Institute of Public Administration is located in the heart of Delhi, at Indraprastha Estate, opposite Indira Gandhi Indoor Stadium, spread over an area of 7 acres of land. The large and sprawling buildings of IIPA house modern well equipped classrooms, Computer Center, Library, Conference Hall, New Lecture Hall, Faculty, Management and Administrative wings, Recreation Rooms for faculty and staff and Canteen.

The campus also provides hostel accommodation including mess facilities to its members and participants of various courses and residential accommodation to its faculty and staff. The Institute has its own auditorium where academic and cultural events are held. The Institute also has a branch of a nationalized bank (UCO) on the campus. A part time medical officer appointed by the Institute is available in the campus on every alternate working day to provide first aid facilities.

 

Organisation of Indian Institute of Public Administration

IIPA is an autonomous academic institution of national eminence for training, research and information dissemination in streams related to the ethos of Public Administration. Conceived by well-known US expert Paul H. Appleby and Founded and promoted by Pandit Jawaharlal Nehru, it is now known internationally as a premier centre for Training and Research in Public Administration and Management.

Centrally located at Indraprastha Estate - one of the most well connected areas of the city-its campus spreads over seven acres, which houses main-office building, hostel, staff quarters and auditorium. Besides conducting Training, Research, Consultancy, Seminars and Workshops, it disseminates knowledge and information on Public Administration and Management by publishing four periodicals, books and by providing library services to its members, monographs.

Registered under the Societies Registration Act 1860, its membership exceeds 10,000 comprising those actively involved or concerned with the study or practice of public administration. The President of India is the Patron and the Vice-President of India is the President of IIPA. Director is the academic leader of the faculty-assisted by faculty members- and head of administration-assisted by Registrar and other administrative staff.

 

Objectives of Indian Institute of Public Administration

1. To Promote and provide for the study of Public Administration and economic and political science with special reference to public administration and the machinery of government and educational purposes incidental thereto.

2. To undertake, organise and facilitate study courses, conferences and lectures and research in matters relating to public administration and the machinery of government.

3. To undertake and provide for the publication of journals and of research papers and books to impart training in and promote the study of public administration.

4. To establish and maintain libraries and information services to facilitate the study of public administration and spreading information in regard thereto.

5. To constitute or cause to be constituted Regional Branches at convenient centers in India to promote the objects of the society.

6. To cooperate with approved institutions and bodies for the purposes of helping the cause of public administration

 

Mission of Indian Institute of Public Administration

The Indian Institute of Public Administration will:

1. Constantly enhance its relationships with governments and advance its research on public governance; organise training and education courses/programmes, seminars/conferences/workshops, and public lectures/discussions for the sharing of knowledge between practitioners and academicians; engage in consultancy for the generation and application of knowledge: publish a newsletter and journal, research papers and books in print and electronic media for the wider dissemination of knowledge, activation of public interest and participation in the study and improvement of public governance, policies and implementation.

2. Expand the membership of the Institute and stimulate the creation and functioning of Local and Regional Branches, nationally and internationally; facilitate the interactivity and networking of people who share the Institutes interests and catalyze their productive contribution; increase cooperation, collaboration, partnerships and strategic alliances with other leading national and international organisations and institutions for the purpose of study and improvement of public governance, policies and implementation.

3. Set an example of excellence in public governance by encouraging the development of a humanistic, democratic and collegial environment in the Institute and all its organs and the creation of a learning culture that values freedom of thought, inquiry, expression, sharing, innovation, teamwork and dissent and respects the unique professional genius of each individual and by developing and utilising distinctive strengths, foster a quality of individuality, teamwork and organisation with exemplary standards of competence, integrity, transparency and trust wherein each person experiences a sense of personal worth, importance and self-esteem; uphold the Rule of Law and be equitable, ethical and just in its functioning and relationships with all stakeholders; and, do such other lawful things as are conducive to the fulfillment of the above aims, values and vision.

Guiding Principles

In working to fulfill this mission, the IIPA is guided by the following principles:-

i. Trainee driven.
ii. Aim for quality growth in existing and future training programmes.
iii. Establish strategic alliances and partnerships with other Institutions both nationally and internationally.
iv. Systematically move towards resource based training.
v. Offer a wide range of high quality facilities to the trainees.
vi. Endeavor to enhance the number of sponsored programmes for specific organisations in specialised areas.
vii. Increase the proportion of the budget spent directly on training.
viii. Move gradually in a phased manner in the direction of minimising supply based training courses to demand based training programmes.
ix. Become a national centre of international repute by way of assimilating modern training technology in its training thrust.

Building upon the vision of its founding fathers, the Indian Institute of Public Administration (IIPA) aims to be one of the world’s leading academic centres of thought and influence on public governance, policies and implementation so that public governance systems are more responsive to human needs and aspirations and aligned with human values.

 

Profile of Indian Institute of Public Administration

On invitation of the Government of India, Dean Paul H. Appleby, an US consultant in Public Administration, Ford Foundation conducted a survey of public administration in India. Accepting his recommendations, Indian Institute of Public Administration was created under the Societies Act of 1860.The Institute was formally inaugurated by the first Prime Minister of India, as the first President of the Society, on March 29,1954 in New Delhi.

Situated in the heart of Delhi on the Ring Road in the Indraprastha Estate on a plot of seven acres, the institute campus has ample facilities for organising conferences, seminars, and training sessions. The facilities include state of the art audio-video system, data projection systems, a modern computer center, Internet facilities, a well-equipped library, an auditorium, and a well-furnished hundred- room hostel with mess facilities in the campus.

The Institute has been set up to equip the public servants with knowledge, skills, and behavior required for managing the task of governance. In its effort to enhance the leadership, managerial, and administrative capabilities of the executives in government and public sector enterprises, the Institute works in close collaboration with national and international organisations.

The major activities of the Institute are: Training, Research, Advisory and Consultancy services, and Information dissemination and exchange.

The rising bottom up expectations of the citizenry, complexities of management and the current issues relating to economic restructuring and ensuring the measure of stability and progress at all levels have created pressure for improvements in the training methodology for enhancing professional capability through training programmes. The Institute, needless to emphasis, is alive to the developments taking place in the area of training technology at the global level and the policy changes at the national level.

This perspective plan for training of the Institute is a manifest evidence of the Institute’s concern for efficient and effective training in Public Administration.
