Training Programme of Foreign Service InstituteThe Mid-Career Programme shall focus on Grade IV Officers of the IFS. The main task is to prepare the officer for handling the tasks at Grade III level smoothly and efficiently. The nature and scope of job profile and responsibilities at Grade III are unique and differ in content and substance vis a vis other categories and, in fact, may differ within this category depending upon the exact nature of job profile. In broad terms, when abroad, officers belonging to this category are either heading a Mission/ Post or are performing the functions of Deputy Chief of Mission. Their responsibilities include analysis of nature and content of political priorities in such are, monitoring of progress in various bilateral/multilateral projects and ensuring overall coordination and management of the activities in their respective Mission/Posts. At Headquarters, the officers of Grade III identify critical foreign policy issues/initiatives, finally vet initiatives proposed by the Mission in various areas of bilateral or multilateral cooperation and also lead delegations for the above purposes. The most important function of officers belonging to Grade III may be termed as Strategic Management of foreign policy issues.
Foreign Service InstituteFOREIGN SERVICE INSTITUTE The Foreign Service Institute was established in 1986 to meet the professional training requirements of the officers of the Ministry of External Affairs (MEA), especially those belonging to the Indian Foreign Service. Fresh entrants to the Indian Foreign Service are trained here for about a year before being posted abroad to different Indian Missions. In addition, FSI has diversified its activities to include courses of interest to staff and officers of the Ministry of External Affairs at all levels. Apart from the Professional Course for Foreign Diplomats, the Foreign Service Institute conducts Familiarisation Programmes for Foreign Diplomats stationed in India and orientation programmes for the officers of the Ministry of External Affairs and other Ministries who are proceeding abroad on posting. The Foreign Service Institute also conducts computer-training courses for the MEA. FACILITIES The Foreign Service Institute has a modern, well-equipped computer Laboratory that has 23 workstations inter-connected via a LAN network for internet access. It also has a Language Laboratory that is modern and fully equipped, using state-of-the-art equipment. Language facilities for 10 most widely used foreign languages are available. The FSI has its own Library, which currently houses around 5,000 volumes. In addition, a wide variety of national and international newspapers and magazines is also provided. FACULTY The Foreign Service Institute has a few career foreign service officers as its core, headed by the Dean, who is of the rank of Secretary in the Ministry of External Affaires. In addition, it draws upon a wide cross-section of experts from among India’s experienced diplomats, journalists, academics, politicians and other professionals to serve as the guest faculty.This arrangement with professional research and training institutes and other organizations provides a unique opportunity to the trainees to interact with avariety of distinguished people from diverse fields. The FSI encourages an informal atmosphere and a free and frank interaction of the participants with the faculty in the lectures and discussions. OTHER OBJECTIVES The FSI endeavors to maintain contacts with specialised institutions and academic bodies dealing with diplomacy and international relations and others related fields. It has also developed institutional linkages with many of its counterparts in other countries as a means to promote sharing of its training experiences with these institutes and imbibing new techniques and programmes . The Foreign Service Institute also publishes books and training manuals. In 1997-98, as part of the commemoration of 50 years of India’s Independence, the Institute published a two-volume set entitled ” Indian Foreign Policy: Agenda for the 21st Century", which has been well received. LOCATION The FSI is presently located at Akbar Bhawan, in Chanakyapuri in New Delhi. It faces the lush green expanse of the Nehru Park and is in close proximity to a large number of diplomatic missions and residences. NEW LOCATION A campus of its own is under construction on a 6.5 acre plot of land adjoining the Jawaharlal Nehru University Campus in the Qutab Institutional Area in New Delhi. The ground breaking ceremony was performed on May 5, 2001 and the project is expected to be completed by the end of 2004.
