1. Budget bulletins one each on Customs and Central Excise + Service Tax

These bulletins are made available for sale to the public on the day following the presentation of budget in Parliament by the Finance Minister.

2. Customs Tariff and Central Excise Tariff

Updated versions of these are printed and published generally on the 3rd day of presentation of the Union Budget in Parliament and are sold to the public at various outlets.

3. Notifications

All notifications on Customs , Central Excise and Service Tax, whether pertaining to tariff exemptions or procedural changes, are published on the date of their issue by the Ministry of Finance and made available to the public @ Rs. 10/- each at our sale counter in C.R. Building ,New Delhi. These are also mailed by post to the persons subscribing for the same on annual basis.

4. Circulars

All circulars on Customs, Central Excise and Service Tax are published and sold @ Rs 20/- each at our sale counter in C.R. Building, New Delhi. These are also mailed by post to the persons subscribing for the same on annual basis.

5. Manuals

Central Excise Manual, Central Excise Audit manual, Service Tax Audit manual, Customs and various other manuals viz. Disposal Manual, Appraising Manual, Preventive Manual, Vigilance Manual are printed and published as and when received from the concerned Directorate Generals.

The general public can contact the concerned Directorate General for any clarification/information on these subjects. This Directorate undertakes only printing and publishing of these books but does not handle their sale.

6. CBEC Digest and ICE Trade Digest

These Digests are printed and published every month and contain all notifications and circulars on Customs, Central Excise and Service Tax. While CBEC Digest is for departmental officers, the ICE Trade Digest is sold to the public in retail as well through annual subscription.

7. ICE Quarterly

It is an in-house journal meant for all departmental officers not only to express their views on variety of subject but also carries information for keeping them well-informed and to encourage their creative instincts.

8. Sampark

This book contains names, present place of posting, residential addresses, phone numbers / fax numbers of group A officers of the department. This book is not meant for sale. However, if any person is interested in finding out the place of posting etc. of a particular officer, the same may be made available on the merits of each request.

9. Guide for International Passengers

This booklet contains gist of baggage rules, details of your free allowance, rate of duty on baggage and guidance on do’s and don’ts while going abroad, whether as a tourist or for profession or business. This is given free to any person on request.

10. Citizen’s Charter and Vision and Strategy Document

While Citizen’s Charter is a declaration of our mission, values and standards, and our commitment to achieve excellence in the formulation and implementation of Customs and Central Excise policies and procedures for the benefits of the trade and the Industry, the vision document delineates the strategies to achieve the same.

The Commissioner of this Directorate is also a nodal Officer for implementation of Citizen’s Charter and Public Grievances.

If you have any complaint or grievance, you may take up the matter with the Public Grievance Committee headed by the jurisdictional Commissioner and/or the Zonal Grievance Committee headed by the jurisdictional Chief Commissioner.

Directorate of Publicity and Public Relations

The Directorate of Publicity and Public Relations was established in the year 1979 as an attached office to Central Board of Excise and Customs, Department of Revenue, Ministry of Finance, New Delhi. The Headquarters of this Directorate is situated at Central Revenue Building, I.P.Estate, New Delhi-110002. The Commissioner is head of the Directorate of Publicity and Public Relations. Besides Commissioner, there are two Additional/Joint Commissioners and three Assistant Commissioners along with subordinate staff. This Directorate has got no Zonal/Branch Office.

This Directorate is primarily responsible for publicity campaigns concerning public awareness regarding Service Tax, Central Excise and Customs, and for this purpose all the available media including print media, electronic media and Internet are used. The second important assignment of this Directorate is to maintain public relations.

The Commissioner of this Directorate is also a nodal Officer for implementation of Citizen’s Charter and Public Grievances.
