The Ministry of Social Justice & Empowerment is entrusted with the welfare, social justice & empowerment of the disadvantaged and marginalised section of the society viz, Scheduled Caste, Minorities, Backward Classes, Disabled, Aged Persons, Street Children and victims of Drug Abuse etc.
The basic objective of the policies, programmes, law and institution of the Indian welfare system is to bring the target groups into the mainstream of development by making them self-reliant.

Rehabilitation is high on the agenda of the Government. A number of schemes, programmes and projects are supported by an infrastructure network of the Disability Division in the Ministry.
The infrastructure includes -

i. National Institute for the Visually Handicapped (NIVH), Dehradun
ii. National Institute for the Orthopaedically Handicapped (NIOH), Calcutta
iii. National Institute for the Mentally Handicapped (NIMH), Secunderabad
iv. National Institute for the Hearing Handicapped (NIHH), Mumbai
v. National Institute for Rehabilitation, Training & Research (NIRTAR), Cuttack
vi. Institute for the Physically Handicapped (IPH), New Delhi
2. Rehabilitation Council of India (RCI)
3. National Handicapped Finance & Development Corporation (NHFDC)
4. Artificial Limbs Manufacturing Corporation of India (ALIMCO)
5. National Trust for Welfare of Persons with Autism, Cerebral Palsy, mental Retardation and Multiple Disabilities
6. Eleven District Rehabilitation Centers (DRCs)
7. Four Regional Rehabilitation Training Centers (RRTCs)
8. Persons with Disabilities (Equal Opportunities, Protection of Right and Full Participation) Act, 1995
Funding schemes of the Division are -
(i) Scheme to promote voluntary action for persons with disabilities
(ii) Scheme of Assistance to Disabled Persons for Purchase/ Fitting of Aids & Appliances
(iii) Science & Technology project in Mission Mode on application of Technology for the welfare and rehabilitation of Persons with Disabilities
