Archery Association of India Rules

CATEGORIES:

In India, we have two types of competitions: INDIAN ROUND and the Modern Outdoor Target Round commonly known as FITA ROUND. In response to the interest of spectators and television, the FITA Round was extended further to OLYMPIC ROUND and FITA ROUND in itself is called the RANKING ROUND.

The men as well as women archers are divided into three categories.

1) SUBJUNIOR: The age of the archer in this category for Indian Round is 15 (Fifteen) years and 16 years or less for FITA Round on the date of starting of championship.

2) JUNIOR: The age of the archer in this category is 18 (Eighteen) years or less on the date of starting of championship.

3) SENIOR: There is no age bar in this category of archers. Any archer can participate in this category.

Every year one NATIONAL ARCHERY CHAMPIONSHIP for men as well as women archers is held preferably in the month of December for Subjunior & Junior and October / November for Seniors. These are allotted to different States / Boards / Clubs on year to year basis. The consolidated rules and regulations for the same are given herein.

TROPHY

“KARNA “ trophy donated by Sadar-a-Riyasat of Jammu & Kashmir is awarded to the STATE / UNIT CHAMPION in the Senior National Championship.

AFFILIATION

For the purpose of permanent affiliation to the Archery Association of India, a Unit has to show effective participation in two consecutive Subjunior, Junior and Senior Nationals, i.e., their Archers must score the minimum points required for the participation certificate in the INDIAN and FITA ROUNDS.

Affiliation of any State / Unit not participating in two consecutive championships of either Subjunior, Junior, or Senior will stand cancelled.

All the State Units are to submit their respective Income Tax Returns every year particularly after the National Archery Championships.

GRANT-IN-AID

The maximum amount of total grant-in-aid available from Ministry of Youth Affairs & Sports, Government of India for holding these Nationals subject to fulfillment of certain conditions at present is as follows:

Rupees six lacs for Subjunior Nationals,

Rupees four lacs for Junior Nationals,

Rupees two lacs for Senior Nationals.

According to the guidelines issued by the Government of India, 75% of the total affiliated Units must participate in the Nationals to enable the Organising State or unit to claim the grant-in-aid.

CAPITATION FEE

The Host Unit for any of these championships has to pay the Archery Association of India, the parent body, a sum equivalent to 10% and 5% of the total grant-in-aid received from the Govt. for holding FITA ROUND and INDIAN ROUND, respectively as CAPITATION FEE.

PARTICIPATION FEE

All the participating units in any of these Nationals have to pay the Archery Association of India a Registration Fee of Rs.25/= per Archer and an entry fee of Rs.50/= per Team as well as Rs.50/= per individual Archer for taking part in these tournaments.

TECHNICAL OFFICIALS

The Technical Officials for these Nationals are appointed by the Archery Association of India. The Host Unit for any of these Nationals has to provide free boarding & lodging for all the Technical Officials appointed for the purpose. In addition, the organising unit has to pay Sleeper Class to & fro Rail Fare along with a sum of Rs.250/= as wayside expenses to all the technical officials appointed by the AAI.

It is expected that the Technical Officials appointed for the purpose are available in these National Archery Championships. In case any one of them is not available due to one reason or the other, one should inform the secretariat of the Archery Association of India in advance so that alternative arrangements can be made.

BOARDING CHARGES

The Host Unit will not charge any money for boarding & lodging from the members of any archery team in the Subjunior and Junior Nationals. A charge of Rs.60/= per head per day is to be taken from each individual archer (maximum 2 men and 2 women) other than those in the Team in these two competitions. However, in the case of Senior Nationals a sum of Rs.60/= per head per day is payable for boarding & lodging by members of any archery teams and 60/- per head per day for each individual archer.

In exceptional cases where more than two individual men or women from a State/Unit are allowed to participate in the National Championship, he host unit will charge @ Rs.60/- per head per day from such archers for boarding and lodging.

The Organisers of these National Championships are required to provide good quality food and appropriate lodging accommodation to the participants.

ZONAL ARCHERY CHAMPIONSHIP

In addition to the above three types of National Archery Championships, any State or Unit can host Zonal Tournament by inviting teams from their respective zone. The maximum amount of grant-in-aid available from the Ministry of Youth Affairs & Sports, Government of India is Rs. 100000/= (Rupees one lac only). The Host State has to pay the Archery Association of India a sum of Rs. 10000/= (Rupees ten thousand only) as Capitation Fee. The participant archers are to be provided free lodging and be charged Rs. 50/= per head per day as meal charges. Archery Association of India will appoint one OBSERVER for the tournament. He is to be provided free boarding and lodging in addition to the Sleeper class to & fro Rail Fare along with a sum of Rs.250/= as way side expenses by the Host State.

NATIONAL GAMES

Archery is one of the events in the National Games. Only the top EIGHT Teams including the host state of men as well as of women from the last Senior National Archery Championships will qualify to take part in the National Games. In case, the Host State has not qualified to take part, it is allowed to field one Team in the men’s as well as women’s section in addition to the already qualified seven Teams in each section. The relevant rules for participation in the National Games would be those applicable for the Senior Nationals, with some modifications.

GUIDELINES ON TRANSFER OF INTER STATE / BOARD / ORGANISATION

Following Rules govern the transfer of an Archer already registered in any Archery Association of India tournament representing a State / Board / or any other organisation:

1. An Archer participating for a State should be a resident of that State for atleast 6 months prior to the commencement of the tournament.

2. An archer representing a Board / State or organisation should be a student / employee of the Board / State at least 6 months prior to the commencement of the tournament.

3. An Archer registered in the Archery Association of India tournament under the banner of a State / Board or organisation shall be allowed to change his / her State or Board within the following considerations:

a. The Archer who is registered in a State shall have to apply to the Archery Association of India Secretariat with valid reason for change of registrations (Inter / Board / Organisation) transfer with transfer fee of Rs. 50/- at least 7 months prior to the commencement of the tournament. The Archery Association of India Secretariat will allow the transfer in case there is no objection within 30 days from the date of intimation to the concerned State / Board / Organisation. In case objection certificate is not received within 30 days, it will be presumed that the State / Board / Organisation has no objection for such a transfer.

b. If the Secretariat of Archery Association of India feels that the cause of applicant is bonafide, the transfer shall be effective after 30 days.

c. In case of any objections, the Archery Association of India Secretariat will examine the objections in all fairness and decision of the Archery Association of India will be final and binding on all concerned
